We work with HR leaders, employers, combined authorities and policymakers to develop regional insight and activities to help create a better future world of work.

Meet the team

Kayleigh Tobbell, Engagement Manager for Northern England

Kayleigh is responsible for building relationships with and reconnecting with CIPD members and organisations in Northern England. Kayleigh is also responsible for the running of the CIPD Northern Policy Forum which provides HR and people development professionals with a voice to help shape and influence public policy on the future world of work.

Before joining the CIPD, Kayleigh managed external engagement activity for the Chief Security Office and lead a cybersecurity team for a high-profile high-street bank. She also taught secondary English in the North East region and is therefore passionate about improving work, working lives and upskilling in the North and North East regions. 

Louise Leage, Engagement Manager

Louise is responsible for engagement and connecting with CIPD members and organisations in the North West of England.

Before joining the CIPD, Louise worked in the digital and tech industry managing the northwest community for the BIMA, looking after engagement and memberships. 

She has qualified as a level 5 HR practitioner and has worked in in-house HR and as an HR Consultant.  With previous experience in engagement and working as an HR practitioner she is well placed to support and build on the established CIPD communities in the northwest of England.

Rebecca Wong, Engagement Executive for the North West

Rebecca has recently joined the Team in the North West where she supports Louise in building strong relationships with our stakeholders through facilitating engagement activities including networking, events, local branch initiatives and special interest groups.

Rebecca has an L&D background within the corporate world as well as an independent consultant.  She is passionate about exploring the opportunities that businesses have to empower people through learning - in all its forms, working collaboratively and networking to leverage the power of community and influence.    

Vivien Struthers, Senior Employer Solutions Manager

Vivien’s passion is unlocking the true potential of individuals and the companies that they work for, which is why she loves her role as Senior Employer Solutions Manager for the CIPD in Scotland and Northern England.

Working directly with organisations, Vivien partners with clients to build the capability, impact and credibility of their HR and people functions in order to deliver business outcomes.

Having held multiple senior roles specialising in people development and organisational change, Vivien brings her extensive experience, expertise and energy to this role.

Whether it's establishing what good looks like, assessing current capabilities, providing industry-leading people development programmes, professionalising the people function, or becoming organisationally recognised as a CIPD People Development Partner, Vivien is the person to speak to.

The HR Leaders Network is a space for the most senior people professionals in Northern England. It is designed for those in board-level or executive roles with organisation-wide responsibility for people strategy – such as HR Directors, People Directors, Chief HR Officers, and Chief People Officers.

Senior People Professionals Network

For CIPD members at Chartered Member level or above, this network is for those with strategic responsibility for people and organisational policy in Northern England.

It provides a trusted space to share insights, reflect on challenges, and strengthen leadership resilience. Members join an active online community on Mighty and benefit from a year-round programme of Scottish and national events, both in person and online.

Typical roles include Head of HR, Senior HR Business Partner, or People Lead – often reporting to the board or executive level and shaping people strategy and organisational culture.
