Powys County Council has earned CIPD People Development Partner (PDP) status. This is in recognition of its commitment to developing employees to support strategic growth.
With over 6,000 employees, the council has aligned its workforce strategy with its vision of becoming "Stronger, fairer, greener" through its Sustainable Powys programme.
Powys knows its people team’s potential to influence change depends on knowledge, expertise, credibility and a strong commitment to continuing professional development (CPD).
That’s why the council has partnered with the CIPD to foster a culture of ongoing learning, growth and professional recognition. Together, we’re helping Powys build a people team that’s well equipped for the future and able to support the council to provide high quality public services.
The CIPD’s People Impact Tool has enabled Powys to get an organisation-wide view of its people team’s strengths and areas for development. And our self-assessment tool has been instrumental in helping individuals create personal development plans, for which they can take personal accountability.
Thanks to the partnership, five of Powys’ people professionals have already achieved CIPD Chartered Member and Chartered Fellow status, reflecting their ability to lead complex, strategic work. And a further eight team members are actively pursuing CIPD qualifications at Levels 3, 5 and 7, to build their knowledge and support their eligibility for professional membership.
The council has focused on strengthening its workforce planning to ensure that they put succession plans in place and nurture talent. This investment is vital for helping the council meet its long-term goals of providing high-quality public services.

PDP status reflects Powys County Council’s ongoing efforts in five key areas:

Powys is committed to supporting its staff in achieving further CIPD qualifications and certifications. Plans for 2025 include offering more opportunities for Level 3 and Level 5 qualifications. The council will also offer a new AI and Tech Development Programme to help people understand the impact, risks and opportunities of using AI tools in the people profession. This will help make common HR tasks and processes more efficient and effective. Powys is also exploring the use of the CIPD Development Insights Tool to continue growing and supporting its workforce.
